Multistore Shared Orders - Not sharing cart

Hello,

I have a multistore in prestashop 1.6 at the moment.

I am making now new sites in the most recent prestashop version (1.7.8.5). I am using xampp with PHP version: 7.1.32.

 

I have enabled share customer, which is working so far as i know, and also enabled share orders.

Share orders doesn't seem to be working. 
If i make an order, the order will show in order history, but when i add products to the shopping cart, and want to finish the purchase in any of the other stores, the cart is empty. Even after clearing cache.

This is working fine in my actual store (prestashop 1.6).

The stores are in independent domains. (www.shop1.pt, www.shop2.pt, ...)
