Tax not calculated

We have products that are shipped to various countries. However, apart from USA, taxes for all other countries are 0 although the taxes and rules for all countries are created and enabled (default prestashop settings).

User is asked to select country before the tax is calculated. For countries other than USA this just does not work. Any inputs on this appreciated.

Using Prestashop 1.7.6.5

I read in many places that we have to select tax for each product but then that would mean single tax regardless of the country/
