“Private note” and returning customers problem.

Hello helpful members of the community.

Let me start by introducing my problem.

Whenever a customer places an order and there is a failure in delivery the parcel returns to me.

Currently I am placing a private note on the customer in order to record that the specific customer does not collect his parcels from time to time.

The problem arises when the same customer places an order as a guest. In this case there is no private note displayed to me.

The solution that comes to my mind is to implement a blacklist of emails and/or telephone numbers so that whenever a specific email or telephone number matches the blacklist to get a notification at the private note column of the order list.

Therefore I have the following questions:

1.       Is this implementable?

2.       Is there another way?

3.       Is there a module?
