How to add text block on top of the homepage, above contact us and cart link?

Hello,

 

I am using version 1.7 default theme.

Since I receive some project financing from EU I have to put notifications on my web shop. Its a small photo of eu flag, fund flag etc, some text so I need something like text block.

Ideal position, as it should be visible without scrolling would be on very top of homepage, above the contact us, cart, language and curency selection. And I would also like to add that under the footer.

Curently I am using text block which comes under my slide, but id looks bad, its the content taht does not fit between my products. Check here: www.felixliber.hr

Any ideas?
