Problems with setting VAT correctly

Hi

The VAT on my shop is not showing up for all countires.
The VAT I want to use is already set up in Tax Rules.
But only certain countries appear within these tax rules.
How can I add more countries to this tax rule?

Problem resolved: I couldn´t see a way to add more countries to a tax rule so I have created a new tax rule.  It´s an around the houses sort of way to have to do it, it would be so much easier to be able to add or subtract the countries as desired once a tax rule is created, as rules can change.  Not very flexible and time consuming.
