Need to make the "Complete Order" button clickable even when pay method or terms are not checked

Hello,

right now It won't let you click the Complete Button unless you agree to the terms & choose payment method. What I need is to make the button clickable anyways and If the terms or payment method are not checked, then I want the site to alert a customer.
