for ps 1.7...if you download from github you will have this issue, if you download from prestashop.com, I no longer had the issue, and I banged on the 1.7 github versions before I realized I need the prestashop.com download, this I assume is same for 1.6. doh!

this is most often a result of mod_security, disable mod_security (detect only) for plesk, redo installation then re-enable mod_security.
