Low cart value surcharge

Hi all,

We sell custom cut timber products, and we are getting swamped with small cutting orders which are not profitable. We would like to add a surcharge to orders which contain custom cut timber products.

More specifically we would like to add a fixed surcharge to the customers order, when the value of the products they have ordered from a specific category fall below a certain value (in this case £250).

If anyone knows of a module that can achieve this, we would be most grateful.
