Different carriers with different zones, but only one zone allowed by country: dead end?

Hello

Suppose Carrier1 and Carrier2 have their own shipping cost-per-country grids. We can easily fit those grids in Prestashop with the use of specific zones.

The next step would be to link each Prestashop country to those zones, as in "Germany is in Europe and in Carrier1 Ratezone1 and in Carrier2 Ratezone2", but that's not possible!. PS uses a "zone 1->n country" scheme which prevents it

Is there any workaround ? Or did I miss something ? Or is there any plan to add this in a reasonably near future release ?
