How do I put this in or I Prestashop?

I would like to create in my shop a section named "Veterinary Consultation"for example, in which each user (registered or not) can post a question or veterinary practice and is published as a blog (many pet shops or other aspects have this) in the corresponding category (Dogs, Cats, Birds, Rodents, etc) and I (administrators), respond to these messages through responses to them.

I think this could be done with a kind of module "Blog" but I'm not sure I'm not sure how to accomplish this.

Anybody can help me?
