Setting VAT Rates

I hope someone can help.

My shop is based in the UK. I want to sell to Ireland. I do not want to sell to any of the other countries at the moment.

I tried setting up a new zone called Ireland and then set up the shipping rate. No problems with all of that.

However when you log in as coming from Ireland it shows the prices exclusive of VAT. If I use the Europe group then VAT is included.

I have tried to find a place to add VAT to my Ireland zone but cannot find anything.

Can anyone help
