Virtual Server-Link to database cannot be established

Hey guys Im new here to the site and I'm trying to set up a virtual server to test a site that one of my "ex" coworkers wrote. I did the whole XAMPP thing and uploaded the database to phpMyAdmin and linked the files to the localhost IP. When I type the local host ip into my browser, I get a Link to database cannot be established message along with a blank page. phpMyAdmin seems to be working just fine. Can anybody provide any insight? Thanks
