How to remove add to cart button and replace it with enquiry button

There are inquiry modules but you did not explain process when inquiry clicked.

 

If you want to have more control of your checkout, i.e. payment/shipping...I recommend looking at a high quality one page checkout module from PrestaShop addon's most are  very 'configurable', but I think you are better off with a query module.  I  run a quote system on my prestashop but it could work as inquiry as well, it's just matter of what content you use.  See here for example of how we use quote method,  which is same as inquiry.  Note: we do not use cart for inquiry but quote in  back office is received.  There are a lot of different 3rd party module solutions and well worth your time to investigate.
