Selling Part Of Products

i need to be able to sell using the following model:

 

1 base - must be included

1 or both of the following 2 pieces must be included

    1 add-on

    1 different add-on

 

 

if i have 2 of each of these 3 pieces i still can only sell 2 total products.  Product combinations doesn't work for me, because if i have 2 of each of the pieces it will allow the customer to purchase up to 6 complete products using combinations.

 

i hope i am describing this well enough, let me know if more clarification is needed
