Shipping Carriers just won't appear no matter what i do.

I have gone to extensive looking and working on things trying to get the shipping carriers to appear and nothing is working, not sure what else to do at this point. Can someone please enlighten me a little and see if you can help me out and getting this working once again?

 

I have gone into the backend and deleted all the carriers and start over, but I am still getting the same problem as well.............the shopping cart even says free shipping, but nothing is checked for free shipping anywhere at all.
