PrestaShop and flat rate shipping

Hello Everyone

 

I've recently set up my new PrestaShop page and so far I love what it can do.  However, there is one thing that I'm having trouble with.  Setting up my shipping settings. 

 

Here is what I would like to do:  Offer a flat rate shipping price to both the US and Canada.

 

Here is what I've done so far:  Created to Countries under the Localization menu, US and Canada

                                                Deleted all of the installed Carriers and created a new one; USPS

                                                 It is set with:

 

•  No Handling Fees
  
•  Free Shipping NO
  
•  Billing according to Price
  
•  No Tax
  
•  Out of Range set to Highest Cost
  
•  Range of price >=0.01 < 10000
  
•  US checked  $5.95
  
•  Canada checked  $8.95
  
•  Maximum sizes: all set to 12
  
•  Maximum weight: 75 lbs
  
•  All groups checked
  

Here is what is happening:  I go to the store and select an item.  When I hover over the CART tab, it displays the item

                                             and shows it as FREE SHIPPING.  I go a little further hoping it will get updated, and

                                             when I get to the end, it says there are no carriers available.

 

So my questions are:  Do my setting look correct ?  Are there more settings I need to correct or change ?  Is there another way of setting up flat rate shipping, which seems to be an Achilles heel with this program.

Here is an addition to my problem.   I added a second item to my example, and it doubled my flat rate amount.  Instead of $5.95 it made it 11.90.  When I canceled the second item it went back to Free Shipping.
