How to make orders available to all countries if shipping cost is unknown

Hi

 

I want to make ordering available to all countries. I do not add shipping costs to all countries, but created:

1) New Zone: Not listed

2) New Country: My country is not listed

3) New carrier: Shipping cost is unknown. 

 

Is there a better way to achieve this? I do not want the country list to be so big as it is if I enable all countries. 

 

But I have one problem. I am selling products with 20% VAT.  When I choose the new country (My country is not listed) then prices are without VAT .  

 

What to do?
