problems with cart price rules: they don't show right

Hi, I'm trying to set the cart price rules like these, without vouchers, always available for all customers of a certain group (expo):

from 0 to 299.9€ - 5% discount
from 300€ to 499.9€ - 10% discount
from 500€ to 999.9€ - 20% discount
1000+ - 25% discount

The problem is that in frontend they don't get rightly used. They appears, but it seems they get choosen quite randomly, not accordingly to the cart total. Attaching a couple of configurations here.

Is it a bug or am I doing something wrong?

I'm on v1.6.0.11
