Block cart link & drop down list not working in Chrome - Utilities.scss error

Hi,

My cart block stopped working in Chrome today and all I was doing was modifying the .css in Bootstrap theme and added code in the header row. After doing this my cart block link to the cart and drop down cart contents list does not work. In Chrome's developer mode I am receiveding the error:

This is confusing to me as I do not have a Library directory nor Ruby. I recently abandoned my custom theme as it was causing too many problems with modules and went to the default Bootstrap. Now I'm noticing .scss & .map files in css that I don't recall working with before. I read a post somewhere that the .map and .scss were for developers and not needed. Is this true? Should I update/reinstall Bootstrap.....again? Any help in how to resolve this is appreciated.
