Website not working on mobiles and tablets

Prestashop v1.6.0.11

I'm using a paid responsive theme and it was working great until I changed some settings in the Prestashop backend under 'Advanced Parameters' > 'Performance' (CCC tab).  I've since changed all the settings back the way they were and nothing fixes the mobile site problem.  I've also tried restoring the files and database from a prior date and still nothing.

 

The website loads and works just fine on any computer, but phones and tablets only load the logo with no content.

 

Any suggestions?

Have you tried to clear PS cache?

Yes, I've tried clearing smarty cache manually from my files and using the "clear cache" button in Prestashop backend.  I see no changes. 

 

If it makes a difference, the problem occurs on my home page only.  If I type in the URL or follow a link to a product page, or category page, those pages are displaying normally. 

 

Any other suggestions?

 

EDIT:  Actually the footer is not being displayed correctly on all pages, and I can't get to the shopping cart or check out from other pages.  So I guess the issue is site-wide.

I guess I will be learning how to export/import my products and categories so I can start with a fresh install of prestashop.  I don't see this getting fixed any time soon.
