Shopping Cart does not empty after order

Just ran a test on a new shop and the shopping cart does not empty after customer makes an order.  Paypal takes them back to the checkout page and says no order nor does the order show up in their account?  But the item is still in the shopping cart?

 

We only use Paypal and Cheque. 

 

My config:

 

PrestaShop version 1.6.0.14

Shop URL http://compactcampingconcepts.com/Store/

Current theme in use default-bootstrap

 

Anyone else have this error?
