Catalog Price Rules giving wrong price and bad user experience

Hi there

Im having an issue with my PS 1.6.0.9

 

Here is 2 catalog price rules tha conflict. Example:

Buy 3 items and get 10% (all products)
30% on green bikes

 

if i put 1 green bike in cart i get 30% - Great

if i put 2 green bikes in cart i get 30% - Great

if i put 3 green bikes in cart i get 10% - Really Really bad

 

Please tell me what I am doing wrong, how I can teach PS to give 30% on 3 green bikes

Or tell me where I can find a fix for this, if there is a bug or code issue
