Stock Managemenent module and ordering issue

I hope someone can help me out with this.

 

When I place an order in Prestashop using the Backend.  If I follow this steps

- Add New Order

- Payment: use Bankwire or Payment By Cheque

- Order Status: select  "Payment Accepted"

- Click "Create Order"

- Then update status to "Shipped"

 

Stock in the stock management module decreases as expected

 

But when I do the following

- Add New Order

- Payment: use Bankwire or Payment By Cheque

- Order Status: select "Shipped"

- Click "Create Order"

 

Stock in the stock management module does not decrease

 

I then created a new status (under "Orders > Statuses") called "Paid and Shipped".  I applied all the valid settings

- consider the associated order as validated

- Set the order as shipped

- Set the order as paid

 

and still, when I used this status when ordering, stock did not decrease.

 

Why does it decrease in the two stage process and not in the one-stage process?  Is there a way I can make stock to decrease with the one-stage process instead of always having to select "Payment accepted" then update status to "Shipped"?
