carts prevent orders to be processed back end

We upgraded to 1.6 last month.

 

When we process an order for a customer from the back end, we cannot put items into their cart, because all of their former carts are present, and we cannot add to those carts. We must first remove all those carts before creating a new cart for them.

 

We can remove those carts by deleting items one at a time, then refreshing.  When we refresh, the next cart in line shows up, repeat repeat until all carts are gone.

 

In 1.5 we did not have this problem.  When we began a new order, the customer's previous carts did not prevent us from processing and completing the orders.  This problem is a real royal pain. Can anyone help? We would appreciate it.
