Free prize in one zone over 400$

Hi.

I have configurated one carrier by weight, with all the zones.

 

I need to put if the shipping cost is over 400$, the shippment is free.

If i try to do it in my carrier i cant, because it is with weight and no with price.

 

I have created other carrier, by price to do this.

If the price is = or higher than 400$ or lower than 999999$ the shipping cost is 0.

But it appears on the shipping selection if my shipping cost is over or lower than 400$.

 

What can i do?
