No TinyMCE editor

I have a fresh install of 1.6.0.14 and anytime I go in to edit something (ie - the about us page, or a product) I get a text area box that can not be adjusted, and not editing functions. Just a box to type in. 

 

doing a chrome console I get the following:

I have NO CLUE what that means... but it is the error I can getting. Can anyone please help!
