Can we bypass payment / add shipping and re-invoice?

I'm trying to help a friend set up a storefront for his established business.

He wants to allow his customers to pick items and submit the cart to have shipping calculated manually.

 

In his words

"can this be set up like an order form. It has the inventory where dealers select what they want then this is sent to us bypassing any payment gate way. We would then invoice based on this order and add shipping and charge manually?"

 

​Is this something that can be handled with the newest version? Are you aware of any modules that would allow this?

 

I've been searching but my results aren't getting me anywhere.
