Cart Rule.. discount amount on purchase exlcuding shipping

When I create a cart rule with say 25 Euros off purchases (purchases excluding postage costs), if the person orders for less than 25 Euros, the reduction (25 euros) is subtracted in total - from items and shipping.

 

eg cart rule = 25 Euros (set to Apply discount on order excluding shipping)

The client orders for 22 euros &  shipping 5.95.

The discount should be 22 Euros..but instead the platform automatically deducts the 25 Euros (from the product and from the shipping).

 

Could there be a bug in the coding for the cart rules?

 

I have checked and triple checked the cart rules - done with several - same problem.

I can't even use the "partial use" rule since it still deducts the remainder from the shipping costs.

 

If I make the minimum purchase 25 Euros, then I have clients complaining that they don't want to use all  of their "voucher"

 

Any ideas?
