Upgrade 1.3 to 1.4 works, but FO missing images, BO links = 404

Hi,

    My current site is 1.3.1    I want to upgrade to the newest version.   For my other site I went from 1.3.1 to 1.4, then used the one click upgrade module for 1.6, and it worked perfect.    For this site, I am having issues.  

 

    I am using WAMP, moved all the folders, (mail, images, upload, download, etc) into a 1.4 version.   I then imported the database, and ran the installer.    It works, and says your site is now 1.4    However, when I go to the FO, all I have is text.  (see ps1.jpg)

 

    In the BO, the icon images are missings,(see ps2.jpg) and whenever I click on a link, I get a 404 error with "cannot find localhost/prestashop/modgo.search.filter"   Everything is modgo.  Does that look like the right path.

 

   I know these are outdated versions, but any help would be appreciated.

Figured it out.  config/settings.inc.php      Check-  define('__PS_BASE_URI__', '/');
