[SOLVED] Free Shipping not working?

In Shipping I set free shipping to start at $20.00.

When I add items to my cart, if it's under $20 it tells me how much more until I get free shipping. However when I go over the $20, and go through the checkout, it's still charging shipping.

Any ideas?

It never fails - every time I post for help I end up finding the answer on my own

Here's the fix if anyone else runs into it.

In the BO shipping tab I had changed it to Billing According to total price when it should have stayed at according to total weight. Changed it back to weight and this fixed it for my manually entered First Class shipping rates.

For Priority I have the Block USPS API v0.3.2 module installed. I had to go to that module in the Modules tab, click configure, and click 'change' on the FS part (screenshot attached).

I have this exact same problem, but doesnt changing the FS in the USPS module make priority FREE for all orders?
Mine seems to.

I have free shipping set at $100, my cart displays the you have $xxx remaining for free shipping message, but when the customer reaches the $100 mark, that message goes away, but they are still charged for shipping.
