No carriers available for the address "My address".

We have suddenly had the "No carriers available for the address "My address"" pop up on our shop.  It was working fine, and we hadn't changed anything, but now our USA customers all get this error.  We are in Canada, and our carriers are set up to ship to North America.  Canadian customers do not get this error.  We are using Canada Post and Fedex shipping.

I have checked through every possible option in the BO and cannot find what the issue is.

Any suggestions as to why this might be happening?
