How can i make css / html file a theme?

I am not a developver, but i read this should be much easy to make prestashop theme..

so i was take what my friend make to me (css / html files), and i want make them a prestashop theme..

 

it is possible? how can i do that? if it is easy - someone can do that for me here? (i am sorry if its not easy.. i ask just if it is easy) if not - what should the price of doing that?
