Import Categories - Auto incrementing ID

I am importing categories and have set the ID field to specific values but the import process ignores my IDs and auto increments its own set of IDs.  If have tried importing with both Force ID to "Yes" and "No".

 

A typical line looks like this:

APL000032^1^Painters Clothing^MISCELLANEOUS APPAREL^0^Painters Clothing^^^^^

 

Yes I am using ^ as my delimiter.

 

How do I get import to accept my ID?

Update.  I have discovered that the ID has to be an integer but even setting them all to integers the Import ingnore my value and creates it own.  I have 1400 categories and my IDs need to be the value I assign in order to import my products in to the correct buckets.
