moonoi
thanks for the reply well, I would not believe I am the first to report this, but it seems impossible to setup transport costs for a custom carrier. I talk about the estimate shipping costs module I can't achieve for example the following: Deliver for 20 USD flat within the state of New York and for 50 USD flat in any other state. I have created zones, countries, continents, assigned new york to a special zone I called "new york" and the rest to a zone I called "USA", I have tried checking and unchecking the "following states" checkbox in countries, etc. nothing works, the shipping costs always get calculated based on what zone the country has been assigned to, never according to what zone the state has been assigned to. and if the country has been assigned to a zone, for example, "northern america", it will display the same rate for all countries belonging to northern america, and if no rate has been setup, it will display "free shipping". (and since the code is disgustingly abstract and object-oriented I can't fix it myself) Edited April 23, 2014 by moonoi (see edit history)
moonoi
aaaah, I just had a weird idea... I will test what happens if the country is not assigned to a zone, but only its states... ... bummer, can't de-assign a country from zones completely. will have to delete that in the database. moonoi
ok, confirmed - the estimate shipping module just ignores the shipping rate set for the zone set for the state. This is a bona fide BUG.

moonoi
actually, after doing some reading, I suspect that shipping by zones may have been intentionally broken in order to sell paid add-ons? really? I'll try to find workarounds or hack the module to get something usable.
