how to change the title description min character limit?

first sorry for my bad English

When the title is more than 25 characters automatically becomes the title with 3 characters.

example:
title: blablablablablablablablabl -> 26 character

in product list convert to

bla&... ( limit 3 character )

How to change this min limit 3 character ?

 

I do not want to change the basic 25 characters
