"Cart" and "Checkout" buttons not showing after "Add to cart" is clicked

After clicking the "Add to cart" button, I do see the effect of the item flying to the cart and the cart details expands downwards. However, the "Cart" and "Checkout" button do not show.

 

This is only happening to Chrome but not Firefox.

I'm using a Mac.

 

I inspect the HTML and do see that the CSS attribute of 

<p id="cart-buttons">

 did change from 

display:none

 to 

display:block

 as a result of me clicking "Add to cart". Strangely, the buttons do not show.

 

Any ideas how to fix this?

 

I've attached the screenshot from Firefox and Chrome for comparison.

 

Updates:

This issue is also happening to Safari. Perhaps a problem with Webkit engine?

I am also having this problem, but it appears to be if you are a registered user or a guest. When not logged in, when the "Add to cart" button is clicked, the item moves into the cart, the items are displayed and the "Cart" and "Checkout" buttons are displayed. If I am logged in as a registered user the buttons are not displayed unless the cart is clicked to close the cart display and clicked again to show it.
