"Estimate the Cost of Shipping" Does not show available Carriers

Just upgraded from 1.4 to 1.5 - everything seems to be working okay, except for the "Free shipping for one carrier if you spend over $50"

 

So I created a Cart Rule, which should work nicely, however, on the "Cart" page, I don't see the list of available carriers under the option to "Estimate The Cost of Shipping", so when the customer injects the free shipping Voucher-Code, it throws an error that says "

• You must choose a carrier before applying this voucher to your order
