In default template of presta 1.5 , blockcart is in header.

I want move this to right column or left column.

How can i do it?

Almost the same, edit modules/blockcart/blockcart.css

change #cart_block #cart-buttons .button_small {display:none;} 

to

 

#cart_block #cart-buttons .button_small {}

You can change the link in modules/blockcart/blockcart.tpl file
