Shipping charge issues

For some reason my site charges Canada customers US shipping rates

 

I have 3 carriers set up

 

USPS (US orders only)

USPS (Canada only) First Class International

USPS First Class International

 

Each is checked the zone its good for (US has US checked only, Canada for there only & International all the rest is checked but not US or Canada)

 

Not sure why Canada customers automatically get US shipping price?

 

I am using ver 1.4.6.2
