Making a parent category a category can it be done?

I have a lot of categories that at one point worked well but now I need to put the current parent categories into a category above them.

 

Basically I have a bunch of car models with with car stuff in each one but now I want to add a different car model and make and add its own categories...how can I do that?

Create the new top level parent category if not there already. Edit the old top level category and change its parent category from home to newly crated top level category.
