Customer login only with password

Is it possible to make a customer login with just a password instead of mail address and password? If so, how do I achieve this?

Assume it is.

 

Customer A attempts to register a password exactly the same as customer B. What are you going to say? Choose another, we don't like it? There is already someone registerd with the password you selected? Which account you are going to login customer A?

 

You could allow password only login if for example you were also distributing hardware dongles. Other than that it does not make sense.
