Show tax_lang name on cart summary step one

Hi, I would like to show the text from the chosen state at indentification from the tax_lang 'name' database field in the cart summary is it possible ?

 

like this if at identification the state is Quebec : Total tax (GST 5%, PST 9.5%): or Total taxes (TPS 5%, TVQ 9.5%) : depending on the current language selected.

 

I have several taxes one for each provinces,

 

I spent 2 hours searching the web and the forum and dind found nothing on this topic.
