UPS No carrier available for international

I have a site I launched yesterday @ http://www.aussiecatalog.com

 

All seems to be working great except international shipping. I have a customer from swizterland that cant place an order. I've read all the forum posts, tried all the suggestions. I believe zones are set up correctly because if i turn on free shipping (set free shipping starts at $1) then all the ups options show up for this address.

 

I am using PS 1.4.5.1 and trying to do ups domestic and international. Any help is greatly appreciated, please tell me someone has an idea!

I thought maybe it is UPS problem, but here is response from UPS:
