Shipping rates according to zone/country

I have been able to set up handling fees but there is no place to add fees by zone or carrier. When i've had orders from over seas i'm having to send a separate invoice for shipping which has frustrated some of my customers.

I figure there must be a way to do it but i've poured thru the forum and spent countless hours of the website trying to fix it but i jut cant see where to change anything. I've tried logging out and logging back in as well and nothing changes.

Can anyone help me?

here's what i did... step by step (because i'm actually not that computer savvy and it's easier for me to explain!)

Click the shipping tab
Click on Carriers tab
Click Add New carriers - and add in all the ones you need. I did a simple USPS to Canada; USPS to Europe, USPS to all other countries. You can type in whatever it is you'd like to call it.

Now go in and set your ranges. I chose by price. So, click on price ranges. Then click add new. Select which carrier from the drop down menu. For example, i went thru my USPS to Canada and added From .01 To 24.99. Then add new again and still selected USPS to Canada and did From 25.00 to 34.99. You just keep going up and up and up. Then follow suit with all your carriers. If you have done a handling fee (i had a handling fee because i was just doing a flat rate shipping cost if shipped in the US) you'll want to make sure that you have click to NOT add it into the shipping price by carrier. That is unless you want it added to it.

This is what i had done before the thread and it just seemed like i was stuck. I needed to click on that top Shipping tab again for it to refresh everything! Going away to another tab and coming back didnt work. I needed to click the shipping tab again once i was already in shipping.

Towards the bottom of the page you can select which carrier you'd like to view from a pull down menu. Go thru each one and put in your shipping costs for each price range, save and repeat with the other carriers.

I hope that is easy enough to understand! I'm not a very good computer teacher. :)
