How to drop to login?

I would like to know how can login with a kind of drop-down menu (and there is a module that does, but what I want is another matter), I've seen on several websites and really sure that this code the forum but can not find.

 

To give you the idea, looks like this:

You will see that where it says login panel is to identify self-unfolding, how is that accomplished?
