How can you limit an offer or promotion "FREE SHIPPING ONLY ONE COUNTRY"

To be totally honest with you Prestashop is not pretty good with carrier and shipping.

There is however some settings that can help matching your need:

1/ Disable the free shipping

2/ Create 2 carriers, one for the country you want to offer "free shipping", one for the other (or more should you cover more zone)

3/ Assign a zone for your country (by the way zone name does not need to match geographic zone) eg: France as overseas area for which shpping price are different

4/ Make you price_range weight_range

5/ Set the price to 0 at the proper range.

6/ Ensure that carier zone does not overlap (by the way you can name 2 carriers with the exact same name!!)

This approach also address the problem of delivery time that get different from one country to the other

There is a caveat however, The issue here is that usually we make the free shipping offer based on order amount, but you design your shipment pricing policy on weight. You'll have to accomodate some margin variation, but assuming your catalog does not varies too much in weight/price this can elegantly address your need.
