Error on install 8.2 using Xampp

I cannot get passed this error on install.  Intl extension is not loaded .  I edited the php.ini file.  I restarted apache server.  I cannot get passed this. Any ideas.  I am not using an ARM MAC.

Check if the intl extension is enabled in the phpinfo first of XMAPP.

This issue has nothing to do with PrestaShop.

 

[LD Modules]

You can also have a phpinfo.php at the root with 

<?php phpinfo(); ?>

 to debug this and check what extensions are loaded and what php.ini is used if you can't see intl loaded. (Delete it after resolving)
