The de-AT language is not available in PS (git PrestaShop / TranslationFiles), as it adds the AT iso code and the de-AT language code, it is an error 

Invalid resource provided: "1.2"; Errors: [ERROR 1824] Element '{urn:oasis:names:tc:xliff:document:1.2}file

 

for this I did a slightly different way (it may be wrong, but at the moment I don't see any other way)
- I added a language from the Germanic group (Sweden)
- I connected this language to the Austria store
- I copied the texts from the German store to the Austrian store

 

If there are other possibilities to solve this problem, I will be happy to hear from you
