regenerate thumbnails does not work

When trying to generate new thumbnails to get the image folder smaller getting this error.
Any ideas on how to fix it?

You mean property HelperList::$default_form_language is deprecated warning is when you create a carrier?

this has already been solved by changing PHP version but problem with save button still persist:
