This usually happens because of permission or path changes after the upgrade.
In 1.7, some folders under img or modules may not be accessible the same way as in 1.6.
Check file and folder permissions and make sure the files are readable by the web server.
Also clear cache and confirm that friendly URLs or .htaccess were regenerated after the migration.
Once permissions and paths are correct, the 403 error often goes away.
